“Rogue state” is a term for a state that threatens world peace. Usually a rogue state meets specific criteria: it is ruled by an authoritarian regime that severely restricts human rights, sponsors terrorism, and seeks or utilizes weapons of mass destruction. This panel examines the concept of popular sovereignty, the rogue as the new image of the enemy, and the suspension of law in a state of emergency—branded “the war on terror.” Using philosophy, history, and art as a framework for inquiry, panelists discuss the fundamental (in)divisibility of sovereignty.
