Leftovers of Soviet Fossil Fuel Extraction
One night, when it was suddenly too cold to stay in our summer house, my grandmother hurried my cousin and I towards the boxcar (vagonchik).1 The smell of burned wood filled the air as we raced through the garden. The vagonchik loomed ahead like a beached white whale, its surface peeling with rust and smoke trailing above it. A thin crack of light slipped out from behind the light aluminum-covered door. We tumbled inside, swallowed by the thick, stuffy warmth. The vagonchik was for nights like this—when the chill cut too deep—as the stove inside and its insulated walls helped retain heat until morning.

There was nothing strange about an old, decommissioned train car standing here, in the “Blue Torch” dacha cooperative a few kilometers away from Novosibirsk, Russia. Several neighbors had done the same, converting salvaged wagons into sheds or makeshift guest rooms. The cooperative’s name spoke of a shared camaraderie and history among its residents. All of them had worked for the Novosibirsk branch of the Vnipigazdobycha Institute, which was responsible for implementing geological surveying and designing drilling projects for gas fields in Northwestern Siberia starting in the 1960s. “Blue Torch” was in reference to the gas flares that lit the skies of faraway oil and gas extraction sites—tall skeletal towers topped with flames, burning off excess gases during maintenance or emergencies. Their blue and orange glow pierced the darkness, visible for miles.
My grandmother worked in the Institute’s technical literature department and received the standard-issue garden plot from her employer in the mid-1990s. However, the plot was only equipped with a water pump, so she sourced the vagonchik from the Institute to provide temporary shelter. My grandmother recalled that it had previously been used to house gas surveyors in the field. Years later, it continued its role, insulating us from the cold and offering basic comfort in a place where centralized heating was an unattainable luxury. But beyond its walls, the vagonchik also embodied a wider climate history of industrial extractivism and settlement in Western Siberia, one that connects the emergence of the Soviet industry of mobile buildings—developed to accommodate large-scale labor migration—with architectural research into the acclimatization of settlers to the “Northern” environment and the acculturation of local Indigenous communities into the Soviet extractive modernity.



An Industry of Settlement Machines
Following the “discovery” of vast oil and gas deposits in the Yamalo-Nenets and Khanty-Mansi Autonomous Okrugs, as well as in northern Tomsk Oblast in the 1950s, the 1960s marked the beginning of Western Siberia’s transformation into the Soviet Union’s national energy megaproject.2 Although the region had been colonized by the Tsardom of Russia since the sixteenth century, it remained largely outside the scope of industrial development until its fossil fuel reserves were prioritized for extraction. New settlements and temporary camps soon mushroomed across the vast region, accommodating the influx of surveyors, construction workers, and drillers drawn either by the desire to contribute to the national economy, the promise of higher wages, or the “romance of the North.”3 Despite the persistent narrative that construction was taking place in previously “uninhabited” territories, most key extraction settlements, as well as industrial and transport infrastructures, were built on patrimonial lands expropriated from Nenets, Khanty, Mansi, and other Indigenous communities as part of a longer history of dispossession in Siberia.4
As these new extraction settlements were often located far from existing transport routes and industrial centers, migrants were initially housed in tents, wooden barracks, or makeshift shacks. They endured winters with temperatures as low as -40 degrees Celsius in shelters that were never designed to withstand such cold. In their memoirs, migrants from the Soviet West and South recalled the harsh conditions: “the collar [of my coat] froze to the glass overnight”; “a makeshift shelter [was] covered with black film for warmth”; “the stove had to be stoked all night.”5 Exposure to cold, wind, and frozen ground contributed to high worker turnover: many employees left their jobs, unable to cope. This presented a significant challenge to the fossil fuel industry. Consequently, insulating and acclimatizing settlers’ bodies, their shelters, and the industrial infrastructure in the northern climate became both a concern and a promise of Soviet planning and industrial design from the 1960s to the 1980s. Architecture and construction technologies in Western Siberia had to function as auxiliary layers to insulate, stabilize, and enable extractive operations in a landscape often perceived as climatically hostile.6
Soviet actors started to address these challenges by developing industrialized production lines for portable houses and components of industrial infrastructure at scale. The earliest traceable proposals for industrial production of such portable built structures in Western Siberia came from local Tyumen-based construction trusts, which had first-hand experience equipping the region’s extractive industry and its workers. In 1966, Yuri Batalin, the chief engineer and the first deputy head of the Glavtyumenneftegazstroy Trust, advocated for a “modular” or “container” block method in construction to facilitate this process. Unlike the then–widely used prefabricated structural panels, these modular containers required minimal coordination with building material suppliers while offering comparable logistics and requiring less labor and heavy equipment for on-site assembly. For instance, the Tyumen Construction Bureau (later Tyumengazmontazh Trust) was the first to design boiler houses in block form in 1966, which fit within railway dimensions—with lengths of three, six, or twelve meters—to facilitate their transport to remote extraction sites.7 Meanwhile, organizations from Leningrad, Kuybyshev, Tallinn, and other industrial centers across the country dispatched portable buildings of their design which arrived to the region as early as 1965–67.8
The introduction of mobile buildings in Western Siberia proved effective for decision makers and spurred the growth of an architectural industry for settlement machines. Yet systematic research was lacking on which forms of mobility best suited regional conditions and which building materials and construction principles could address the challenges of the “Northern climate.” Equally absent were mechanisms or strategies to coordinate the various producers of mobile buildings across the Soviet Union. To respond to these problems and improve the overall economic efficiency of the emerging industry, the State Committee for Construction in the Soviet Union (Gosstroy) commissioned several scientific design and research institutes to survey both domestic and foreign practices in the design and planning of mobile architecture for fly-in fly-out (FIFO) settlements, with a specific emphasis on high-latitude climatic zones.


Acclimatization as Adaptation
In the early 1970s, the Leningrad-based Zonal Research and Design Institute of Standard and Experimental Design (LenZNIIEP) was commissioned by Gosstroy to serve as the lead organization for scientific research into the architectural and planning principles of FIFO settlements in the Soviet North.9 Pursuing architecture as a form of applied research, the institute focused on experimental designs for the so-called “1st architectural-climatic zone,” which covered over half of the Russian Soviet Federative Socialist Republic (RSFSR)—from Murmansk to Magadan.10 LenZNIIEP’s agenda centered on developing new types of buildings for Northern conditions while also “adapting” standardized designs and construction principles originally intended for the temperate continental climate of cities like Moscow or Nizhny Novgorod, which were classified as a part of the central “2nd architectural-climatic zone.” This entailed finding ways to “mitigate” the lesser-studied conditions of the “extreme” cold climate, which often compromised Soviet industrial expansion in the North: frozen and swampy earth, snow drifts, strong winds, low temperatures, but also vast distances and the lack of infrastructure.11
Among its various research areas, LenZNIIEP sought to refine methods for assessing the “thermal engineering requirements for the microclimate” of small, industrially produced mobile buildings. In a 1976 publication, the institute’s specialists argued that while existing regulations already offered reliable guidelines for ensuring thermal protection in permanent buildings typically made of reinforced concrete panels, no comparable methodology yet existed for mobile homes in the North. As they explained: “The specific features of mobile homes—their low thermal inertia (thermal resistance), increased tightness, small volume of living space with a large area of external enclosures—required a new approach.”12 The authors then proceeded to describe their own method for calculating thermal engineering requirements, combining measurements of interior temperature, humidity, and air movement speed.



This approach was employed to test the thermal efficiency of widely used container-type mobile buildings in FIFO settlements, such as the Cylindrical Unified Block (TsUB), which were initially not intended to be used in the North. Designed to accommodate four people, the TsUB was built with bent channel steel stiffening rings, polystyrene foam insulation, plywood interior sheathing, and underfloor heating supplied by a separate boiler. Initially, when placed in the North, the TsUB had required continuous heating to prevent the floor from freezing, which led to stifling interior air temperatures of 29 degrees Celsius and floor temperatures of 33 degrees Celsius. A revised version with additional pipe insulation reduced heating to twice daily, but caused temperature fluctuations of up to 9 degrees Celsius. LenZNIIEP experts found this setup unsatisfactory, yet “passable” as working conditions.13 To enhance thermal protection for TsUB inhabitants, architects proposed connecting dormitories with insulated covered passages to create a unified and enclosed settlement structure. According to LenZNIIEP, the resulting silhouette of branching passages would also emphasize the settlement’s “northern character”—a distinct, recognizable architectural aesthetic.14
Unlike previous waves of industrialization under Stalin, which had relied heavily on forced labor for the implementation of large infrastructural projects, the government of the late Soviet era had to attract a workforce by creating new imaginaries and material realities of a “livable North” through acclimatization-oriented policies that often emphasized adaptation.15 This effort, like that of the TsUB settlements, aimed to stabilize the Soviet presence in these remote regions by addressing both practical and ideological aspects of settlement design. However, achieving desired thermal conditions in Western Siberia proved challenging, as they needed to be balanced with other factors such as inter-institutional competition, centrally devised extraction quotas, uncontrolled migration, construction delays, underdeveloped road and rail networks, the transportability of dwellings, and the Siberian environment itself. As a result, by the mid-1970s, thousands of residents of large, permanent oil towns such as Surgut, Nizhnevartovsk, and Nefteyugansk, as well as smaller FIFO settlements, continued to live in decommissioned wagons (vagonchiks), self-built shelters (balki), or barracks.16
These inconsistencies were downplayed in LenZNIIEP’s media campaign, which promoted optimistic visions of FIFO settlements in professional and public outlets during the 1970s and early 1980s. The institute competed with industrial producers of mobile building units by showcasing its own designs. For example, “Dubldom,” a project for mobile homes for geologists designed by Vladimir Lukyanov, an employee of the LenZNIIEP’s department of light buildings and structures, was promoted in the Leningrad regional newspaper.17 In the daily newspaper Sotsialisticheskaya industriya, Lukyanov promoted “Sesame,” a portable furniture set designed to be dropped from a helicopter in the Arctic and assembled on site.18 In 1981, a feature by the institute titled “Comfort in Extreme Conditions” appeared in Nauka i Zhizn’, a popular science journal. Meanwhile, the professional journal Arkhitektura SSSR reported on LenZNIIEP’s experiments with new building materials, including the prototype of the futuristic-looking “lens” house made from asbestos-cement shells.19 Although these proposals never reached mass production, their wide circulation in the press created a development horizon among Soviet readers—a vision toward which the process of acclimatization was directed. On the other side of that vision, however, local Indigenous communities faced a different, less comfortable process of acclimatization.


Acclimatization as Acculturation
Within the LenZNIIEP’s texts on the insulation of mobile buildings, there is a clear distinction made between the thermal comfort of settlers and that of Indigenous communities in the North. In one document, for example, LenZNIIEP’s employees wrote:
It should be especially emphasized that the choice of heating and ventilation systems is inextricably linked with the microclimate requirements of homes, which differ for the indigenous population and those arriving from the central [climatic] zone.20
The so-called differing thermal comfort or “microclimate requirements” for settlers and Indigenous inhabitants was also evident from the scale of individual buildings to the various maps made of the territory. In 1975, LenNIIPGradostroitel’stva, another institute commissioned by Gosstroy to conduct research on the region, divided Western Siberia into four “medical-geographic zones.” The first two zones were considered “unsuitable” for the permanent settlement of migrants, with guidelines recommending that they be housed in mobile, seasonal settlements with a “protective external environment.” Meanwhile, Indigenous residents of the same “zone” were described as continuing their traditional activities, such as “hunting arctic foxes, reindeer herding, and foraging.”21 The institute’s approach, which portrayed Indigenous people as inherently adapted to the “harsh” environment, reinforced an ethnicized binary similar to one found in Soviet medical science.22
This binary was cultivated by key institutions such as the Research Institute of Polar Medicine at the Northern State Medical University in Arkhangelsk, which investigated the health effects of the shift work system in the oil and gas industries, as well as nutrition and the metabolic, respiratory, and immune disorders linked to the so-called “polar stress syndrome” observed among long-term residents of Arctic towns and settlements.23 The Institute had categorized health assessments based on ethnicity, and conducted separate examinations for Indigenous groups and migrant populations. Acclimatization was theorized as a “social process” that could be redirected through reorganizing or cultivating lifestyles: industrial workers—primarily migrants from the temperate “central” zone—were advised to improve clothing, housing, and diet, while Indigenous groups, such as the Nenets herders, were guided toward hygiene and social norms that encouraged them to “modernize” by adopting “Soviet ideologies and practices.”24 In short, settlers were expected to adapt to the Northern environment, while locals were pushed to assimilate into Soviet culture through practices of acculturation. Soviet architectural and urban planning research of the late 1960s to early 1980s mirrored these values, mediating both these practices of adaptation and acculturation in support of resource extraction.
While the inter-regional migration of employees in extractive industries was prioritized and accommodated by the Soviet state, Western Siberian Indigenous communities, which were primarily agricultural, were forced to navigate processes of spatial containment, changes of mobility regimes, and pressures to settle or relocate.25 The nation-wide Soviet sedentarization campaign, which began in the 1930s and extended with varying intensity into the 1960s, aimed to capture Indigenous land and labor for the national economy. At the same time, it sought to assimilate those communities into Soviet society and culture, reshaping them as subjects of Soviet governance and welfare.26 Additionally, Indigenous communities had to cope with an increased presence of oil and gas extraction industries, which involved land expropriation, rapid regional demographic change, and the pollution of soil, rivers, and air with no legal mechanism to resist.27 While this process impacted various Indigenous communities differently, it often led to the relocation of people to stationary “national settlement” areas. The Eastern Mansi, according to the legal anthropologist Natalya Novikova, were the first group to face industrial development in the Khanty-Mansi Autonomous Okrug, which led to their “near total acculturation.”28
Within this context, architecture assumed a paternalistic role and was seen as a way to “elevate” the “cultural level” of Indigenous inhabitants.29 Some architects designing for “national settlements” drew on Indigenous construction techniques and typologies. Projects like the (unrealized) 1972 two-story round house for rural settlements in the Far North by architect V. Pestov and his team sought to blend the silhouettes of “traditional” portable chums and yurts with modern amenities. By claiming to take on a note of “local specificity,” this type of acculturation through architecture promoted modern building construction and other conveniences as a moral good.
Another way in which architecture was used as a tool for acculturation in the North was by changing the ways in which Indigenous groups occupied their land. By the early 1980s, only 8.7 percent of people working in the extractive industry in the North Ob region were Indigenous. A more common occupation for Indigenous communities was hunting and fishing within collective farms or sovkhozes.30 However, a small number of mobile reindeer herders who were allowed to continue to migrate within designated territories were arranged in mobile brigades and incorporated into the Soviet agricultural economy as “professional reindeer herders.” Once a “lifestyle” or cultural practice informed by Indigenous knowledge, these activities became redefined as a form of waged labor.31 Children of reindeer herders were mandated to attend boarding schools, resulting in long term separation of family members, the loss of many traditional skills, and the erosion of Indigenous languages. State-mandated reindeer herding was often presented as the “modernization” of previous forms of “primitive” life. These “modernization” practices also required mobile buildings.



According to the Ministry of Agriculture of the RSFSR, 15,000 light mobile homes were needed to house the herders, hunters, and fishermen in the Far North, which LenZNIIEP was commissioned to design prototypes for.32 The reports produced on these designs emphasized the importance of insulation and modern construction methods, replacing endemic materials used in vernacular constructions, like the sled tents by the Nganasan and other Indigenous communities, which were typically covered with animal skins.33 In 1970, to replace the sled tents, LenZNIIEP developed a prototype of plastic and aluminum houses designed to be pulled by reindeer. “Modernized” versions of these also utilized fiberglass sheathing and low-density polyethylene lining. Experts from LenZNIIEP believed modern building materials would improve heat retention in portable houses for mobile herders and hunters. However, thermal tests conducted did not fully confirm this theory. Sanitary, hygienic, and thermophysical tests indicated satisfactory design qualities, but revealed the relatively poor performance of the manufactured heating and ventilation devices used.34




Following the introduction of Glasnost in the late 1980s, Soviet central newspapers began publishing articles critical of the outcomes of these Soviet governance practices of modernization, adaptation, and acculturation in Indigenous “national villages.” They reported that modern mobile homes could only be found in select “Potemkin” settlements. In some cases, self-built chums and tents were still widely used.35 Most Indigenous people forced to leave the taiga and tundra settled in single-, two-, or four-family wooden houses based on traditional Northern Russian architecture.36 According to ethnographer-demographer Aleksandr Pika and medical geographer Boris Prokhorov, by 1988, only 1 percent of these permanent homes in the majority Indigenous Northern rural areas had central heating, and any available electricity was limited to just a few hours each day.37 Despite increased investments and a persistent belief in “rational” solutions (e.g., the development of the mobile architecture industry, the adaptation of migrant laborers to the “Northern” environment, and the acculturation of Indigenous communities), these projects produced uneven results. While the mobile architecture industry targeting shift laborers grew and improved living conditions in some settlements, a significant number of workers continued to lack proper housing. For Indigenous communities, however, promised mobile homes largely failed to materialize. As a result, late Soviet extractivism in Western Siberia continued to frequently rely on improvised structures and secondhand wagons, like the vagonchik that found its way to my grandparents’ garden plot.

By the time extractive activities intensified in the 1960s, some patrimonial land had already been expropriated, and much of what remained in use by Indigenous communities had to be “donated” to the state.
