Recruitment of Artistic Consulting and Technical Direction Services, to define a programme of Public Art and to produce and mount works of art, as part of the redevelopment of the banks of the river Saône, Lyon, www.grandlyon.com
Contract using an adapted restricted procedure (Article 30 of the French Public Contracts Code (Code des Marchés Publics)) – Framework Agreement (Article 76 of the French Public Contracts Code)The Urban Community is undertaking a major project to regenerate the banks of the river Saône as they run through Greater Lyon, from the confluence point to the northern limit of the urban area. This involves 50km of riverbank, passing through 14 Communes, five of which are Lyon city districts (arrondissements). Around ten sites will be developed between now and 2014, with others to follow later. In this context, the Urban Community wishes to set up an ambitious Public Art Project, which will give the redevelopment project an individual and unique visibility, and also strengthen the sense and vision of the whole.
The objective is therefore to devise a global Public Art Project that is consistent throughout the route, and fully integrated with the lead Rives de Saône project and the redevelopment projects that comprise it. Several works will be executed in situ, either at sites that are subject to redevelopment (in such cases, the works will be integral to the project) or in other places proposed by the candidates with the agreement of the Project Owner.
Greater Lyon intends to set up a Public Art Advisory team to implement this Project. This will be a team working on artistic and technical direction which will assist the Urban Community throughout the Project. Its brief will be:
- to define the guiding principles for the Public Art Project for the Rives de Saône
- to propagate this general concept throughout the area of the Saône in conjunction with the Rives-de-Saône redevelopment project
- to propose selected artists for each site that might incorporate an artwork
- to help the artists as they create, produce and mount their works
- to offer and direct consultation and mediation services to the Communes and the residents
- to draft the scientific notices and presentations relating to the umbrella Artistic Project and the works
The application procedure will follow two stages.
During the first stage, applications received by 30 March 2010 will be reviewed. As a result of this first stage, the artistic and technical direction teams will draw up a list of suitable artists.
During the second stage, the selected applicants will receive a tender dossier, including the Requirements Specification, which will set out the tender procedure.
Each applicant submitting a tender may be awarded an allowance of up to 10,000 euros including taxes.
If the services are shown to be unfinished or not to meet the Requirements Specification, the allowance will be reduced or not paid.
The final date for receiving applications is fixed at Tuesday 30 March 2010 at 4.00pm.
